These Terms and Conditions ("Terms") govern access to and use of the Homeland Community Security Alert System ("Homeland CSAS"), including all mobile applications, web applications, dashboards, command and control systems, APIs, integrations and associated services.
These Terms constitute a legally binding agreement between CORE Integrated Systems and Technologies Ltd ("CISTECH") and every User of Homeland CSAS.
By registering for, accessing or using Homeland CSAS, the User acknowledges that they have read, understood and agree to be bound by these Terms.
For the purposes of these Terms:
"Agency" means any law enforcement, intelligence, emergency response, disaster management or public safety organisation integrated with Homeland CSAS.
"Alert" means any panic notification, emergency report, duress notification or other incident submitted through Homeland CSAS.
"Command and Control Centre" means the central operations facility responsible for receiving, monitoring and coordinating emergency incidents through Homeland CSAS.
"Platform" means the Homeland CSAS mobile application, web application, dashboards, APIs and related infrastructure.
"Response Team" means any authorised organisation or personnel assigned to respond to an incident.
"User" means any individual or organisation using Homeland CSAS, including citizens, administrators, call takers, dispatchers, supervisors, responders and authorised representatives.
Users must possess the legal capacity to enter into a binding agreement under applicable law.
Where the Platform is used by or on behalf of a government ministry, department, agency or other public authority, the individual accessing Homeland CSAS represents that they have the authority to do so.
Use of Homeland CSAS by minors shall occur only under circumstances permitted by applicable law or where necessary to protect life, health or public safety.
4.1 Registration
Users shall provide accurate, complete and current information during registration.
4.2 Credentials
Users are solely responsible for safeguarding usernames, passwords and authentication credentials.
4.3 Security
Users shall immediately notify CISTECH of any actual or suspected unauthorised access to their accounts.
4.4 Suspension
CISTECH may suspend or restrict access where account security has been compromised or misuse is reasonably suspected.
Users shall use Homeland CSAS solely for lawful and authorised purposes.
Users shall not:
a)Knowingly submit false emergency reports
b)Intentionally misuse the panic or duress features
c)Impersonate another individual or organisation
d)Interfere with system operations
e)Attempt to gain unauthorised access to any component of Homeland CSAS
f)Upload malicious software or code
g)Compromise the security, integrity or availability of the Platform
h)Use Homeland CSAS for political campaigning, commercial solicitation or any unlawful activity.
Users acknowledge that Homeland CSAS is intended to facilitate emergency communications and public safety coordination.
Emergency reports shall be submitted honestly and in good faith.
Users shall provide accurate information to the best of their knowledge.
Submission of knowingly false reports may result in:
a)Account suspension
b)Termination of access
c)Referral to law enforcement
d)Civil proceedings
e)Criminal prosecution under applicable law.
Activation of the Panic Button authorises Homeland CSAS to:
a)Capture the User's location (subject to device permissions)
b)Generate an incident record
c)Notify the Command and Control Centre
d)Dispatch authorised response teams
e)Share relevant information with authorised agencies where necessary.
Users acknowledge that activation of the Panic Button does not guarantee immediate assistance, dispatch or successful intervention.
Users shall:
a)Cooperate with authorised emergency personnel
b)Provide truthful information
c)Update account information where necessary
d)Comply with applicable laws
e)Refrain from conduct that could compromise public safety or the operation of Homeland CSAS.
Failure to comply with these obligations may result in suspension or termination of access and any other remedies available under law.
9.1 Purpose
Homeland CSAS serves as a digital coordination platform to facilitate communication and incident management among authorised emergency response organisations.
9.2 Participating Agencies
Authorised agencies may include, but are not limited to:
a)Nigeria Police Force
b)Department of State Services (DSS)
c)Nigeria Security and Civil Defence Corps (NSCDC)
d)Fire Services
e)Emergency Medical Services
f)Homeland Security
g)Operation Crush
h)Registered Community Vigilante Groups
i)Disaster Management Agencies
j)Military formations where legally authorised
k)Any other agency approved by the appropriate governmental authority.
9.3 Independent Authority
Each participating agency remains solely responsible for its operational decisions, deployment of personnel, investigation procedures and compliance with applicable laws.
Nothing in these Terms creates an employment relationship, partnership or agency relationship between CISTECH and any participating government agency.
10.1 Incident Management
The Homeland CSAS Command and Control Centre shall receive, log, classify, prioritise and coordinate reported incidents.
10.2 Dispatch
Dispatch decisions may consider:
a)incident type
b)severity
c)location
d)availability of responders
e)proximity of response teams
f)operational readiness
g)applicable agency jurisdiction.
10.3 Decision Support
Recommendations generated by automated systems, mapping technologies or AI shall be advisory only. Final operational decisions remain the responsibility of authorised personnel.
11.1 Best Efforts
CISTECH shall use commercially reasonable efforts to maintain the availability of Homeland CSAS.
11.2 Planned Maintenance
The Platform may be unavailable during scheduled maintenance, upgrades, security updates or infrastructure improvements.
11.3 Unplanned Interruptions
Availability may also be affected by:
a)telecommunications failures
b)internet outages
c)cloud service disruptions
d)cyber incidents
e)power failures
f)satellite positioning inaccuracies
g)force majeure events.
CISTECH does not warrant uninterrupted or error-free operation.
12.1 Limited Licence
Subject to compliance with these Terms, CISTECH grants Users a limited, non-exclusive, non-transferable and revocable licence to access and use Homeland CSAS solely for its intended purposes.
12.2 No Ownership Transfer
The licence granted under this Agreement does not transfer ownership of the Platform or any intellectual property rights.
All intellectual property rights relating to Homeland CSAS are and shall remain the exclusive property of CORE Integrated Systems and Technologies Ltd (CISTECH).
This includes, without limitation:
a)source code
b)object code
c)software architecture
d)databases
e)APIs
f)algorithms
g)workflows
h)dispatch logic
i)GIS and mapping integrations
j)artificial intelligence models
k)user interfaces
l)documentation
m)trademarks
n)logos
o)graphics
p)trade secrets
q)future enhancements and derivative works.
Users acquire no ownership interest in the Platform by virtue of access or use.
Users shall not:
a)reverse engineer, decompile or disassemble the Platform
b)copy, modify or create derivative works
c)bypass or disable security mechanisms
d)interfere with network operations
e)introduce malicious software or code
f)access data without authorisation
g)misuse APIs
h)exploit vulnerabilities
i)use Homeland CSAS for unlawful surveillance
j)attempt to disrupt emergency communications.
Violation of this Article may result in immediate suspension, termination of access and legal action.
Homeland CSAS may integrate with third-party technologies, including mapping services, telecommunications providers, cloud infrastructure, messaging services and government systems.
CISTECH is not responsible for the independent availability, policies or performance of third-party services beyond its reasonable control.
Users who access operational information through Homeland CSAS shall treat all confidential information as strictly confidential.
Confidential information includes:
a)incident reports
b)investigation materials
c)responder locations
d)operational procedures
e)intelligence information
f)security configurations
g)system documentation.
Unauthorised disclosure may result in legal proceedings and termination of access.
CISTECH may suspend or terminate access where a User:
a)breaches these Terms
b)submits false emergency reports
c)compromises system security
d)attempts unauthorised access
e)violates applicable law
f)interferes with emergency operations.
Termination does not affect accrued rights, liabilities or obligations.
Homeland CSAS is provided to support emergency coordination and public safety.
Except where prohibited by law:
a)no guarantee is made that emergency responders will arrive within any specified timeframe
b)location data may be affected by technical limitations
c)communications may be delayed by network failures
d)the Platform is not a substitute for direct emergency communications where available.
To the fullest extent permitted by law, CISTECH shall not be liable for:
a)indirect or consequential damages
b)loss of profits
c)loss of data
d)interruption of business
e)delays in emergency response
f)failures attributable to third-party service providers
g)acts or omissions of government agencies or responders
h)events beyond its reasonable control.
Nothing in these Terms excludes liability that cannot lawfully be excluded.
Users agree to indemnify and hold harmless CISTECH, its directors, officers, employees, contractors and affiliates against claims, losses, liabilities, damages and expenses arising from:
a)misuse of Homeland CSAS
b)false or malicious reports
c)infringement of third-party rights
d)breach of these Terms
e)unlawful conduct.
All Users shall comply with the laws of the Federal Republic of Nigeria and any other applicable laws governing their use of Homeland CSAS.
Nothing contained in these Terms authorises or permits unlawful surveillance, unlawful interception of communications, unlawful access to information systems, or any activity prohibited by applicable law.
Government agencies using Homeland CSAS remain responsible for ensuring that their activities comply with their statutory mandates, constitutional obligations and applicable legal procedures.
Users shall process Personal Data accessed through Homeland CSAS only for authorised operational purposes and in accordance with the Homeland CSAS Privacy Policy.
Authorised personnel shall implement reasonable administrative, technical and organisational safeguards to protect Personal Data against unauthorised access, disclosure, alteration or destruction.
Nothing in these Terms limits obligations imposed by applicable data protection legislation.
Users shall not export, re-export, transfer or otherwise make available Homeland CSAS, its software or associated technologies in violation of applicable export control laws or international sanctions.
Where Homeland CSAS is deployed outside Nigeria, Users shall comply with all applicable import, export, cybersecurity and public safety regulations of the relevant jurisdiction.
CISTECH shall not be liable for any delay, interruption or failure to perform its obligations where such failure results from events beyond its reasonable control.
Such events include, without limitation:
a)natural disasters
b)floods
c)earthquakes
d)epidemics and pandemics
e)acts of terrorism
f)armed conflict
g)civil unrest
h)governmental actions
i)labour disputes
j)cyber warfare
k)widespread telecommunications failures
l)cloud infrastructure failures
m)power outages
n)satellite failures.
These Terms shall be governed by and construed in accordance with the laws of the Federal Republic of Nigeria.
26.1 Good Faith Negotiation
Any dispute arising from or relating to these Terms shall first be referred to senior representatives of the parties for good-faith negotiations.
26.2 Mediation
If negotiations do not resolve the dispute within thirty (30) days, the parties shall attempt mediation through a mutually agreed mediator or mediation institution.
26.3 Binding Arbitration
Where mediation is unsuccessful, the dispute shall be finally resolved by binding arbitration under the Arbitration and Mediation Act, 2023 (Nigeria).
The:
a)seat of arbitration shall be Abuja, Federal Capital Territory, Nigeria
b)language shall be English
c)tribunal shall consist of one arbitrator unless the parties agree otherwise.
The arbitral award shall be final and binding, subject only to rights of challenge or enforcement available under applicable law.
26.4 Interim Relief
Nothing in this Article prevents a party from seeking urgent interim or injunctive relief before a court of competent jurisdiction to protect confidential information, intellectual property or other urgent legal rights.
Formal notices under these Terms shall be delivered through one or more of the following methods:
a)registered mail
b)registered phone number
c)recognised courier service
d)official electronic mail
e)official Homeland CSAS administrative portal.
Electronic notices shall be deemed received when successfully transmitted, unless proven otherwise.
Users shall not assign, transfer or delegate their rights or obligations under these Terms without the prior written consent of CISTECH.
CISTECH may assign its rights or obligations to an affiliate, successor entity or authorised assignee as part of a merger, acquisition, corporate restructuring or government-approved arrangement.
Failure by CISTECH to enforce any provision of these Terms shall not constitute a waiver of that provision or of any other right.
Any waiver must be in writing and signed by an authorised representative of CISTECH.
If any provision of these Terms is held by a court or arbitral tribunal of competent jurisdiction to be invalid, illegal or unenforceable, the remaining provisions shall remain in full force and effect.
The following provisions shall survive termination or expiration of these Terms:
a)Intellectual Property
b)Confidentiality
c)Limitation of Liability
d)Indemnification
e)Governing Law
f)Dispute Resolution
g)Data Protection obligations
h)Audit and compliance rights
i)Any provision intended by its nature to survive termination.
CISTECH reserves the right to amend these Terms where necessary to reflect:
a)changes in law
b)operational requirements
c)technological developments
d)security requirements
e)regulatory obligations
f)enhancements to Homeland CSAS.
Material amendments shall be communicated through appropriate official channels before taking effect, except where immediate changes are required by law or to address critical security issues.
These Terms, together with the Homeland CSAS Privacy Policy and any additional policies expressly incorporated by reference, constitute the entire agreement between CISTECH and the User regarding use of Homeland CSAS and supersede all prior understandings relating to the subject matter.
All legal notices, contractual communications, compliance enquiries and requests relating to these Terms shall be directed to:

By creating an account, accessing, installing or using Homeland CSAS, the User confirms that they have:
a)read these Terms
b)understood these Terms
c)agreed to be legally bound by these Terms
d)acknowledged the Homeland CSAS Privacy Policy and other incorporated policies.
Where a User accepts these Terms on behalf of an organisation or government entity, the User represents that they have the authority to bind that organisation or entity.
