This Privacy Policy is an official legal document of CORE Integrated Systems and Technologies Ltd (CISTECH) and governs the collection, processing, storage, disclosure, transfer, protection and lawful use of information processed through Homeland Community Security Alert System (Homeland CSAS). No part of this document may be copied, reproduced, modified, distributed, translated or incorporated into another work without the prior written consent of CORE Integrated Systems and Technologies Ltd.
Homeland Community Security Alert System (Homeland CSAS) is a technology-driven emergency communication, incident reporting, public safety coordination and emergency response management platform developed exclusively by CORE Integrated Systems and Technologies Ltd (CISTECH). The Platform supports community emergency reporting, panic alerts, duress notifications, Geo-location tracking, incident management, emergency dispatch, multi-agency coordination, intelligence fusion, public safety monitoring, disaster response, security information management and operational command and control. CISTECH is committed to maintaining the highest standards of confidentiality, integrity and security in accordance with applicable laws and internationally recognised information security standards.
Key definitions include: Application, Alert, Authorized Agency, Biometric Information, CISTECH, Dashboard User, Emergency Data, Personal Data, Processing, Response Agency and Super Administrator, as described in the draft.
This Policy applies to the Homeland CSAS mobile application, web application, command and control dashboards, dispatch consoles, intelligence fusion dashboards, response agency dashboards, vigilante dashboards, public reporting systems, call centre systems, APIs, cloud infrastructure, backup infrastructure, disaster recovery systems and training environments where personal information is processed.
CORE Integrated Systems and Technologies Ltd (CISTECH) is the Data Controller unless contractual arrangements provide that it acts as Joint Controller or Data Processor for a government deployment. Intellectual property ownership remains with CISTECH.
Processing supports public safety, emergency response, disaster management, law enforcement support, operational coordination and related lawful purposes, including emergency call handling, panic activation, GPS tracking, dispatch management, investigation support, fraud prevention, evidence preservation and compliance.
Personal information may include names, contact details, addresses, identification information, authentication credentials and agency identifiers.
Device information may include device model, operating system, IP address, browser information, device identifiers and notification tokens.
Operational information includes incident reports, dispatch history, panic and duress activation's, agency assignments, investigation notes and resolution reports.
The Platform may process sensitive data including precise GPS coordinates, medical information voluntarily provided, photographs, audio, video, biometric identifiers where lawfully collected, intelligence information, witness statements and evidence. Enhanced safeguards apply.
Where enabled or authorized by law, Homeland CSAS may collect precise geolocation data including latitude, longitude, altitude, direction, speed, timestamps and movement history during active incidents. Panic button activation automatically transmits location to the Command and Control Centre and initiates emergency dispatch workflows. The Duress function may present emergency numbers and securely process communication metadata
.The Platform may process images, video and audio for emergency response, evidence preservation, investigation, responder safety, public safety, auditing and training using anonymize information where appropriate.
Emergency calls may be recorded for quality assurance, incident reconstruction, accountability, dispute resolution, evidence preservation, legal compliance and operational improvement. Access is restricted to authorized personnel.
Information may be received from authorized security agencies, emergency services, government ministries, courts, regulators, telecommunications providers, satellite providers and other public safety partners, and will be handled in accordance with applicable legal obligations.
AI, machine learning and analytics may be used only to support emergency response, such as recommending nearby responders, routing, incident analysis, fraud detection and operational statistics. AI remains advisory only; authorized personnel retain final decision-making authority.
Cookies and similar technologies may be used for authentication, session management, fraud prevention, security, analytics and operational continuity, and not for unlawful surveillance.
The app may request access to GPS, camera, microphone, telephone, storage, notifications, Bluetooth, internet connectivity and supported biometric authentication where necessary. Revoking permissions may limit functionality.
Information may be disclosed where authorised by the user, required by law, necessary to protect life, support emergency response, national security, court orders, investigations or regulators. Disclosures to authorised response agencies are limited to what is necessary.
Cross-border transfers shall be protected by appropriate legal and technical safeguards and comply with Nigerian law.
Information is retained only as long as required for legal, operational, evidentiary, audit, litigation, public safety and disaster recovery purposes, after which it is securely destroyed, anonymised or archived.
CISTECH implements encryption, RBAC, MFA, audit logging, intrusion detection, firewalls, vulnerability management, malware protection, disaster recovery, business continuity, penetration testing, secure development and continuous monitoring.
Homeland CSAS is designed with reference to ISO/IEC 27001, ISO/IEC 27701, ISO 22320, ISO 31000, OWASP MASVS, OWASP Top Ten, NIST CSF and CIS Controls. Compliance does not guarantee immunity from cyber threats.
Subject to law and public safety limitations, users may request access, correction, deletion, restriction, objection, portability and consent withdrawal where applicable. Rights may be limited for national security, investigations or emergency operations.
Homeland CSAS shall maintain secure audit logs recording material system activities to support operational accountability, security monitoring, forensic investigations, regulatory compliance and service improvement.
Audit logs may include, without limitation:
a)User authentication events;
b)Login and logout activities
c)Creation, modification and deletion of records
d)Incident assignments and dispatch actions
e)Resolution updates
f)Administrative configuration changes
g)API transactions
h)Failed authentication attempts
i)Security alerts
j)System errors.
Audit logs shall be protected against unauthorized alteration and retained in accordance with the applicable data retention schedule.
CISTECH may monitor the Platform for the purposes of:
a)Detecting unauthorized access
b)Preventing cyberattacks
c)Maintaining service availability
d)Ensuring operational integrity
e)Investigating suspected misuse
f)Complying with legal obligations
Monitoring shall be conducted in a lawful, proportionate and transparent manner.
Users of Homeland CSAS shall:
a)Provide accurate information to the best of their knowledge
b)Refrain from knowingly submitting false or misleading emergency reports
c)Maintain the confidentiality of account credentials
d)Promptly report any suspected unauthorized access to their account
e)Use the Platform only for lawful purposes
f)Cooperate with authorized investigations where required by law.
Users acknowledge that false emergency reports may result in administrative action, suspension of access, civil liability and/or criminal prosecution under applicable law.
Homeland CSAS is not intended to encourage the independent use of the Platform by children except where emergency circumstances require immediate access to public safety services.
Where Personal Data relating to a child is processed, such processing shall occur only where:
a)Authorized by law
b)Necessary to protect the vital interests of the child
c)Required for emergency response
d)Otherwise permitted under applicable child protection and data protection legislation.
CISTECH shall apply enhanced safeguards to information relating to children.
The Platform may integrate with authorized third-party services, including:
a)Telecommunications providers
b)Mapping and geospatial services
c)Cloud hosting providers
d)Notification services
e)Emergency communication systems
f)Governmental platforms
g)Public safety databases.
Such integrations shall be subject to contractual, legal and technical safeguards designed to protect Personal Data and operational security.
CISTECH shall not be responsible for the independent privacy practices of third-party platforms beyond its reasonable control.
Homeland Community Security Alert System (Homeland CSAS) and all associated technologies are the exclusive intellectual property of CORE Integrated Systems and Technologies Ltd (CISTECH).
Without limitation, CISTECH retains all worldwide rights, title and interest in:
a)Software source code
b)Object code
c)System architecture
d)Application programming interfaces (APIs)
e)Databases
f)Dashboard designs
g)Graphical user interfaces (GUI)
h)User experience designs (UX)
i)Dispatch workflows
j)Operational methodologies
k)Response algorithms
l)Geospatial processing methods
m)Artificial intelligence models
n)Machine learning models
o)Analytics engines
p)Documentation
q)Trademarks
r)Trade names
s)Logos
t)Graphics
u)Confidential information
v)Trade secrets
w)Inventions
x)Discoveries
y)Enhancements
z)Updates
aa)Derivative works.
No provision of this Privacy Policy shall be interpreted as transferring ownership of any intellectual property rights from CISTECH to any User, government agency, partner or third party.
Except with the prior written consent of CISTECH, no person shall:

c)Decompile
d)reverse engineer
e)Disassemble
f)Modify
g)Adapt
h)Translate
i)Distribute
j)Sublicense
k)Commercialise
l)Create derivative works from
m)Interfere with
n)Circumvent technological protection measures relating to Homeland CSAS.
Unauthorized use may result in civil and criminal proceedings.
All Users, administrators, dispatch officers, agency representatives, contractors and service providers with authorized access to Homeland CSAS shall maintain the confidentiality of all operational, technical and Personal Data obtained through the Platform.
Confidential information shall not be disclosed except:
a)With lawful authority
b)Pursuant to a court order
c)As required by law
d)For authorized emergency response purposes.
The obligation of confidentiality shall survive termination of access to the Platform.
To the fullest extent permitted by applicable law, CISTECH shall not be liable for:
a)Indirect, incidental, special, exemplary or consequential damages
b)Delays caused by telecommunications failures
c)Internet outages
d)Power failures
e)Satellite failures
f)GPS inaccuracies
g)Cyberattacks
h)Force majeure events
i)Acts or omissions of third-party service providers
j)Operational decisions made by government agencies or emergency responders
k)Delays in emergency response beyond the reasonable control of CISTECH.
Nothing in this Privacy Policy excludes liability that cannot lawfully be excluded.
Users agree to indemnify, defend and hold harmless CISTECH, its directors, officers, employees, consultants, affiliates and authorized partners from and against any claims, liabilities, damages, losses, costs and expenses arising from:
a)Misuse of the Platform
b)False emergency reports
c)Unlawful activities
d)Infringement of third-party rights
e)Breach of this Privacy Policy
f)Violation of applicable law.
CISTECH shall not be liable for any delay, interruption or failure in the operation of Homeland CSAS resulting from events beyond its reasonable control, including but not limited to:
a)Acts of God
b)Natural disasters
c)Epidemics or pandemics
d)Armed conflict
e)Terrorism
f)Civil unrest
g)Governmental actions
h)Labour disputes
i)Cyber warfare
j)Widespread telecommunications failures
k)Failures of public utilities.
This Privacy Policy shall be governed by and construed in accordance with the laws of the Federal Republic of Nigeria, without regard to conflict of law principles.
Any dispute arising out of or in connection with this Privacy Policy shall be resolved as follows:
1.Good Faith Negotiation: The parties shall first attempt to resolve the dispute through good-faith negotiations.
2.Mediation: If unresolved within thirty (30) days, the dispute shall be referred to mediation.
3.Binding Arbitration: If mediation is unsuccessful, the dispute shall be finally resolved by binding arbitration in accordance with the Arbitration and Mediation Act, 2023 (Nigeria).
The seat of arbitration shall be Abuja, Federal Capital Territory, Nigeria. Proceedings shall be conducted in the English language. The arbitral award shall be final and binding, subject only to rights of challenge or enforcement provided by applicable law.
Nothing in this Article prevents a party from seeking interim or injunctive relief before a court of competent jurisdiction where necessary to protect intellectual property, confidential information or other urgent legal rights.
If any provision of this Privacy Policy is determined by a court or arbitral tribunal of competent jurisdiction to be invalid, illegal or unenforceable, the remaining provisions shall continue in full force and effect.
This Privacy Policy constitutes the entire agreement between CISTECH and Users regarding the processing of Personal Data through Homeland CSAS and supersedes any prior privacy statements relating to the Platform.
CISTECH reserves the right to amend or update this Privacy Policy from time to time to reflect changes in law, technology, operational requirements or business practices.
Material changes shall be communicated through appropriate channels, including the Homeland CSAS website, mobile application or other official communications.
Continued use of the Platform following the effective date of an amendment constitutes acceptance of the revised Privacy Policy, to the extent permitted by law.
